Heidi Mendoza spilled the beans on the generals of the Armed Forces of the Philippines (AFP). What a lady with guts and probably with balls! She surely wins the heart of the Filipino public with her courageous acts of exposing the graft and corruption in the military establishment. She even said that she will run naked in Quezon City.
Heidi Mendoza a former employee of the Commission on Audit (COA) researched and studied the well known graft and corruption of the armed forces.
General Carlos Garcia who made a plea bargain that was taken immediately by the Sandiganbayan headed by Merceditas Gutierrez, an appointee of former President Gloria Macapagal Arroyo. The public was not pleased with the antics and stand of the Sandiganbayan chief, the protector of the public interest or the protector of the generals?
Heidi Mendoza told the House committee on justice chaired by Iloilo Rep. Niel Tupas that she had uncovered irregularities that included missing funds in millions of pesos and dollars despite the difficulty of sorting through the improperly maintained records of the AFP.
Among the missing funds, she said, was the P50 million that was taken from the P200-million United Nations fund representing reimbursement for peacekeeping operation expenses, and another $5 million representing UN reimbursement for equipment.
Where did the millions went? In the pockets and bank accounts of the generals and top officers with their pasalubong and pabaon (send-off) gifts. The top echelon of the militar is very generous to the higher ups while the foot soldiers, the ordinary rank and file members of the armed forces in the frontline, have no boots, limited ammunitions, less provisions, just like what the Magdalo group were saying during the Oakwood mutiny.
Pnoy as the commander in chief of the whole armed forces should have political will with this Heidi Mendoza expose.
